 | | Because of the strict limits on state and local revenues, the Taxpayer Protection Amendment would result in a loss of critical state and local services for the residents of Wisconsin, including access to health care under Medicaid programs like BadgerCare and SeniorCare. In addition, the amendment would create permanent revenue shortages through a constitutional amendment making it impossible for the legislature to address the ensuing crisis that would inevitably result without another constitutional amendment. |

 | Summary of the new TPA-TABOR proposal that passed:
a.. Limits state "general purpose revenue" to 90% of state Personal Income (3-year average).
b.. Does NOT limit revenue increases in "segregated funds" (taxes, fees and tuition that are used for specific programs and\or state agencies).
c.. Does NOT allow transfers from a segregated fund into the state general fund.
d.. Does allow transfers from one segregated fund to another segregated fund.
e.. Requires statewide voter referendum to exceed limits.
f.. Allows legislature to reduce limit further by law.
g.. Does not limit local government revenues and spending.
h.. Requires that any excess revenues be deposited into an Emergency Reserve Fund.
i.. No revenues for use through a segregated fund may be used for any other purpose.
j.. No segregated fund revenue may be used to replace or supplement funding for programs supported by the general fund on or after January 1, 2001.
k.. Legislature may not pass rules or laws that would constitute an unfunded mandate on local communities.
l.. Limits state bonding.
