In March, Gov. Jim Doyle turned down about $600,000 in federal abstinence education money because new rules would limit how much recipients could talk about contraception or sexually transmitted diseases this year.

Wisconsin becomes one of a handful of states to reject money from the Title V abstinence program, with a national budget of $50 million for the current fiscal year. As many as 12 other states are considering leaving the program, said Bill Smith, vice president for public policy for the Sexuality Information and Education Council of the United States, which promotes comprehensive sex education.

Mathematica Report The report, conducted for DHHS and authorized by Congress in 1997, found that abstinence-only programs are ineffective. Specifically, the study found that youth in abstinence-only programs were no more likely than control groups to have abstained from sex in the four to six years after the study began. Youth in both abstinence-only and control groups who reported having had sex also had similar numbers of sexual partners and had initiated sex at the same average age.

Waxman Report In December 2004, Rep. Henry A. Waxman released a report showing that many federally funded abstinence-only education programs use curricula that distort information about the effectiveness of contraceptives, misrepresent the risks of abortion, blur religion and science, treat stereotypes about girls and boys as scientific fact, and contain basic scientific errors. prepared by the U.S. House of Representative's Committee on Government Reform.
